Elsevier has adopted a license–based approach which “automatically enables researchers at subscribing institutions to text mine for non-commercial research purposes and to gain access to full text content in XML for this purpose.” You can learn more about their use cases and policies on their documentation page. Researchers are able to register for an API key via their developer portal. Learn how to access their API.
The IEEE Xplore API Portal provides access to metadata records for millions of documents comprising IEEE journals, conference, proceedings, and technical standards. They offer a Metadata Search API, an IEEE Open Access API that allows you to retrieve full-text articles designated as Open Access, and a Digital Object Identifier (DOI) API that allows you to query up to 25 DOI numbers and retrieve their metadata and abstracts. Users without programming experience can use their Dynamic Query Tool to retrieve results. Springer Nature offers multiple APIs providing access to content for noncommercial use. They offer a Full Text API with over 3 million articles in over 20 subject areas, a Meta API that provides access to metadata and abstracts for millions of documents, and an Open Access API that retrieves full-text content from open access publishers, including BioMed Central.

xDD, formerly known as GeoDeepDive, is a digital library and cyberinfrastructure developed at UW-Madison that facilitates the discovery and utilization of data & knowledge in published documents. xDD provides API access to content from a number of publishers as well as search functionality across some curated document datasets.
